Authorizes 121 permanent full-time positions for the commission

Allocates $50,000 from the Capital Expense Fund for commission expenses

Sets performance targets including $2 billion in annual state riverboat gaming revenues, regulation of 26 casinos, and oversight of 68 bingo halls

Requires a portion of special funds to come from forfeited property seized by the Gaming Commission for law enforcement resources, and from fees under the Gaming Control Act for investigations, permitting, and fingerprint analysis
