Requires the agency to ensure Personal Services funding for fiscal year 2023 does not exceed fiscal year 2022 levels unless the Legislature adds new programs or positions

Prohibits use of general funds to replace withdrawn federal or special funds previously used for authorized salaries

Mandates purchasing preference for Mississippi Industries for the Blind when bids are equal in price, quality, and service
