Appropriates $361,824 from special funds to the Mississippi Motor Vehicle Commission for fiscal year 2022 (July 1, 2021 through June 30, 2022)

Authorizes 3 permanent full-time positions for the commission

Restricts personal services funding for fiscal year 2023 from exceeding fiscal year 2022 levels unless new programs or positions are added by the Legislature

Prohibits salary increases through reallocation or realignment without State Personnel Board approval for special circumstances

Requires purchasing preference be given to Mississippi Industries for the Blind when bids are equal in price, quality, and service
