Appropriates $4,065,939.00 from the State Treasury to the Mississippi State Board of Public Contractors for fiscal year 2022 (July 1, 2021 - June 30, 2022).

Authorizes 16 permanent full-time positions for the board with restrictions on salary increases and personnel actions without State Personnel Board approval.

Allocates up to $2,300,000.00 for enforcement activities, private collection firms to recover uncollected fines, and collection-related administrative costs.

Requires preference be given to Mississippi Industries for the Blind when purchasing commodities or equipment if bids are equal in price, quality, and service.

Takes effect July 1, 2021 and requires compliance with state spending limits and prohibits obligation of funds exceeding the appropriation amount.
