Appropriates $1,299,501.00 from the State General Fund to the Mississippi Board of Animal Health for fiscal year 2022 (July 1, 2021 - June 30, 2022).

Authorizes $1,061,671.00 in special source funds for the Board's operational expenses during the same fiscal year.

Authorizes 22 permanent full-time positions and 5 time-limited full-time positions for the Board.

Restricts salary increases to no more than 3% annually under the Colonel Guy Groff State Variable Compensation Plan and prohibits using general funds to replace withdrawn federal or special funds for salaries.

Allocates $48,741.00 from the Capital Expense Fund for equipment expenditures and authorizes the Board to accept grants and donations up to $500,000.00 for operational costs.
