Appropriates $11,517,996.00 from the State Treasury to the State Department of Banking and Consumer Finance for fiscal year 2022 (July 1, 2021 - June 30, 2022).

Authorizes 86 permanent full-time positions for the department with no part-time or time-limited positions.

Restricts "Personal Services" funding for fiscal year 2023 to not exceed fiscal year 2022 levels unless new programs or positions are added by the legislature; limits salary increases to 3% annually and prohibits salary increases through reallocation without State Personnel Board approval.

Requires the department to maintain complete accounting and personnel records in the same format as fiscal year 2021 and submit fiscal year 2023 budget requests in comparable detail.

Directs the department to give preference to Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids and prohibits the agency from incurring obligations exceeding its appropriation.
