Appropriates an additional $666,555 from Special Funds for Executive Department expenses for the same fiscal year

Authorizes 46 total staff positions: 38 permanent full-time, 1 permanent part-time, and 7 time-limited full-time positions

Requires purchasing preference for Mississippi Industries for the Blind when bids are equal in price, quality, and service

Mandates the Executive Department maintain complete accounting and personnel records in the same format as fiscal year 2021
