Appropriates $12,137,258.00 from the State General Fund and $15,673,069.00 from special source funds to the Office of the Secretary of State for fiscal year 2022 (July 1, 2021 - June 30, 2022).

Authorizes 97 permanent full-time positions and 13 time-limited full-time positions for the agency.

Allocates $1,750,000.00 for distributions to local governments for taxes owed, $1,500,000.00 for elections support and voting equipment, and $11,226,497.00 from the Public Trust Tidelands Fund for transfer to the Department of Marine Resources.

Reappropriates $950,000.00 for statewide voting administration under the Help America Vote Act and $150,000.00 for digital security infrastructure support.

Establishes performance targets including answering 95% of business customer phone calls, achieving 11 million website visits, and selling 500 tax-forfeited properties.
