Appropriates $5,713,711.00 to the State Treasurer's Office for fiscal year 2022 (July 1, 2021 - June 30, 2022) from special funds in the State Treasury.

Authorizes 42 permanent full-time positions for the State Treasurer's Office with restrictions on salary increases to no more than 3% annually and limits on reallocation of funds for raises without approval from the State Personnel Board.

Appropriates $150,000.00 from the Education Improvement Trust Fund No. 3219 for investment purposes and $35,000,000.00 from the Mississippi Prepaid Affordable College Tuition Trust Fund for prepaid tuition contracts.

Allocates appropriated funds across three program budgets: Mississippi Prepaid Affordable College Tuition program ($1,854,655.00), Mississippi Affordable College Savings program ($177,860.00), and Treasury Office Support programs ($3,267,827.00).

Prohibits use of appropriated funds for attorney's fees or employment of relatives within the third degree and requires maintenance of accounting records comparable to fiscal year 2021 standards.
