Authorizes issuance of state general obligation bonds up to $1,600,000 to fund renovations to Propst Park baseball field in Columbus, Mississippi.

Creates a special fund designated "2021 Columbus Propst Park Baseball Field Renovation Fund" to be maintained separately by the State Treasurer, with monies disbursed by the Department of Finance and Administration for project costs.

Grants the State Bond Commission authority to determine bond terms including interest rates (not to exceed limits in Section 75-17-101), maturity dates (up to 25 years), and sale method, with no bonds to be issued after July 1, 2025.

Pledges the full faith and credit of Mississippi for bond repayment; any remaining funds after project completion shall be applied to debt service on the bonds.

Provides that bonds are tax-exempt and serve as legal investments for trustees, fiduciaries, savings banks, and insurance companies in Mississippi.
