Authorizes issuance of state general obligation bonds up to $100,000 to assist the City of Winona, Mississippi with construction and placement of a historic clock tower.

Creates a special fund designated "2021 Winona Historic Clock Tower Fund" within the State Treasury to receive bond proceeds and disburse funds for project costs.

Bonds may be issued at any time until July 1, 2025, with maturity dates not exceeding 25 years from issuance and interest rates compliant with Mississippi Code Section 75-17-101.

Pledges full faith and credit of the State of Mississippi to pay bond principal and interest; any shortfall from appropriated funds shall be paid from the State Treasury.

Authorizes the State Bond Commission to manage bond issuance, sale, and delivery, with all bond proceeds and investment earnings applied to project costs or debt service on the bonds.
