Restores voting rights to Edward Carter, Sr. of Claiborne County, Mississippi, who lost eligibility due to a 1998 embezzlement conviction.

Carter was sentenced to five years with four years suspended and four years probation; released April 9, 1999 and discharged from probation April 11, 2003.

Legislature finds Carter has since conducted himself as a law-abiding and honorable citizen in a lawful manner.

Becomes effective upon passage.
