Authorizes issuance of state general obligation bonds up to $1,000,000 to fund road improvements in Attala County Supervisor District 2, with no bonds issued after July 1, 2025.

Creates a special fund within the State Treasury called the "2021 Attala County Supervisor District 2 Road Improvements Fund" to be maintained separately from the General Fund, with unexpended amounts and investment earnings retained in the fund.

Authorizes the State Bond Commission to issue bonds with interest rates not exceeding limits in Section 75-17-101, maturing within 25 years, with bonds bearing the full faith and credit pledge of Mississippi.

Directs that bond proceeds be disbursed by the Department of Finance and Administration solely for road improvement costs, with any remaining funds after project completion applied to debt service on the bonds.

Provides that bonds are exempt from Mississippi state taxation, constitute legal investments for trustees and fiduciaries, and may be validated in Hinds County Chancery Court.
