Authorizes issuance of state general obligation bonds not to exceed $500,000 to assist Holmes County Board of Supervisors in purchasing a fire truck for the community of Ebenezer.

Creates a special fund called the "2021 Ebenezer Fire Truck Purchase Fund" within the State Treasury to receive bond proceeds and disburse funds for the fire truck purchase under discretion of the Department of Finance and Administration.

Grants the State Bond Commission authority to issue and sell bonds, prescribe bond terms (including interest rates, maturity dates up to 25 years, and redemption provisions), and manage all aspects of bond issuance and sale.

Designates the bonds as general obligations of Mississippi with full faith and credit of the state pledged for payment, making them legal investments for state fiduciaries and exempt from state taxation.

Sets July 1, 2025 as the deadline for bond issuance and directs that any remaining fund balance after project completion be applied to pay debt service on the bonds.
