Increases the amount of state general obligation bonds authorized for the City of Carthage coliseum repair and renovation from $250,000 to $5,250,000.

Creates a special fund designated the "2020 City of Carthage Coliseum Repair and Renovation Fund" within the State Treasury to receive bond proceeds and disburse funds for coliseum project costs.

Authorizes the State Bond Commission to issue, sell, and manage the bonds with a maturity period not to exceed 25 years from the date of issue and a deadline of July 1, 2024 for bond issuance.

Pledges the full faith and credit of the State of Mississippi to guarantee payment of bond principal and interest, with any deficiency paid from the State Treasury.

Provides that any remaining funds after project completion shall be applied to pay debt service on the bonds, and exempts the bonds and their income from state taxation.
