Authorizes issuance of up to $1,000,000 in state general obligation bonds to assist the City of Canton, Mississippi, with park improvement costs

Creates the "2021 City of Canton Park Improvements Fund" within the State Treasury to hold bond proceeds, with unexpended amounts not lapsing to the General Fund

Bonds may not be issued after July 1, 2025, and must mature within 25 years from the date of issue
