Authorizes issuance of state general obligation bonds up to $25,000 to assist Houston School District in completing construction of a girls' softball facility.

Creates a special "2021 Houston Girls' Softball Fund" within the State Treasury, separate from the General Fund, to receive bond proceeds and disburse funds for project costs.

Bonds may not be issued after July 1, 2025, and must mature within 25 years from date of issue at interest rates not to exceed limits in Mississippi Code Section 75-17-101.

Pledges the full faith and credit of the State of Mississippi to guarantee bond payment; any deficiency shall be paid by the State Treasurer from unappropriated state funds.

Bonds are exempt from state taxation and any remaining fund balance after project completion shall be applied to pay debt service on the bonds.
