Creates the "Stay on Track Education Fund" as a special fund within the State Treasury, separate from the General Fund, with funds not lapsing at fiscal year end

Provides one-time $1,000 educational services grants to parents to assist with supplemental educational services for their children

Funding is contingent on federal law permissibility and available federal funding

State Treasurer is responsible for setting eligibility guidelines, determining permissible educational services and expenses, and adopting administrative rules

State Treasurer must audit grant expenditures and conduct or contract for random audits throughout the year

Effective date of July 1, 2021
