Authorizes the State Bond Commission to issue up to $500,000 in general obligation bonds to fund construction, development, and improvements on downtown green space associated with a new federal courthouse in Greenville, Mississippi.

Creates a special fund called the "2021 City of Greenville Downtown Green Space Fund" within the State Treasury to receive bond proceeds and disburse funds for the project.

Bonds may mature up to 25 years from issuance with interest rates not exceeding limits in Mississippi Code Section 75-17-101, and no bonds may be issued after July 1, 2025.

Pledges the full faith and credit of the State of Mississippi to pay bond principal and interest, with any deficiency paid by the State Treasurer from general state funds.

Provides that bond income is exempt from all Mississippi taxation and bonds are legal investments for trustees, fiduciaries, banks, and insurance companies in the state.
