Exempts tracts of land in Panola County, Mississippi that are at least 1-1/2 acres from the Mississippi Individual On-Site Wastewater Disposal System Law (Sections 41-67-5 through 41-67-7, Mississippi Code of 1972)

Exemption requires all wastewater be contained on the tract, no state or federal watercourse be affected, and the tract meet all county ordinances including flood plains, setbacks, easements, E-911 address requirements, International Residential Code, manufactured home regulations, land development standards, and have a functioning wastewater system

Exempts qualifying tracts from fees, affidavits, and documentation requirements from the Mississippi Department of Health

Directs Panola County Land Development Office to issue a certificate of occupancy to landowners meeting the conditions, which authorizes acquisition of permanent public utility connections through public or private water associations

Landowners remain responsible for paying membership fees and related costs to utility providers despite the exemption
