Changes initiative petition signature requirement from 12% of votes for Governor to 12% of votes for President of the United States in the latest presidential election.

Revises pro rata signature limits from congressional districts by dividing the total required signatures by the current number of congressional districts rather than applying a fixed one-fifth ratio.

Requires that only one proposal of law and matters properly connected therewith be contained in an initiative petition to allow voters to vote on proposals separately.

Renumbers subsections (5) through (13) to (6) through (14) to accommodate the new single-subject requirement.

Proposes amendment submission to qualified electors on November 2, 2021.
