Mississippi shall select 5 commissioners and 3 alternate commissioners to attend an Article V Constitutional Convention, with commissioners meeting state legislature eligibility requirements and prohibited from being U.S. Congress members, federal employees, or statewide elected officials.

Legislature selects commissioners by majority vote in each house, with no more than 2 of the 5 commissioners being non-legislators and no more than 1 of the 3 alternates being non-legislators; 3 commissioners constitute a quorum with no proxy voting allowed.

Commissioners must take an oath to faithfully discharge duties, abide by legislative instructions, and act only within the scope of Mississippi's convention application; any unauthorized votes outside legislative instructions are void.

Legislature shall establish commissioner instructions by concurrent resolution before or during the convention, including requirements that commissioners support one-vote-per-state voting rules and that simple majority of commissioners determines Mississippi's convention vote.

Joint Legislative Committee of 8 members (4 from each chamber) develops recommended instructions and oversees commissioners, with authority to recall commissioners for casting unauthorized votes and investigate violations of legislative instructions or the convention application scope.
