Recognizes Lieutenant Boutte's military service as a U.S. Air Force veteran who served in Operation Desert Storm and later served in the reserves in New Orleans

Honors his eight years of service with the Hancock County Sheriff's Office, during which he received the Life Saving Medal for saving a child's life and established the Silver Alert Database in Diamondhead

Acknowledges his prior law enforcement career with the Picayune Police Department, Pearl River County School District, and Pearl River County Sheriff's Department

Directs that the resolution be presented to Lieutenant Boutte's surviving family and forwarded to the Hancock County Sheriff and Mississippi Highway Patrol
