Amends Senate Rule 65 to allow removal of Rules Committee members representing congressional districts by a three-fourths caucus vote of Senators from that district at any time.

Requires each congressional district caucus to hold organizational meetings and elect a chairman and vice chairman, with meetings callable by the chairman or majority request.

Maintains existing Rules Committee structure with the President as nonvoting member, President Pro Tempore as chairman, and four voting Senators (one from each congressional district, each with at least four years Senate service).

Preserves all existing Rules Committee duties and authority over Senate operations, personnel, facilities, travel authorization, and ethics matters.
