Authorizes issuance of up to $2,000,000 in state general obligation bonds to assist Holmes County, Mississippi, with infrastructure improvements

Creates the "2022 Holmes County Roads and Buildings Improvements Fund" within the State Treasury to hold bond proceeds, with funds not lapsing at fiscal year end

Bond proceeds may be used for repair, rehabilitation, resurfacing, construction, and reconstruction of county roads and streets, as well as improvements, renovation, and restoration of county buildings and facilities

Bonds must be issued before July 1, 2026, with a maximum maturity of 25 years from date of issue

Bonds are backed by the full faith and credit of Mississippi and are exempt from all state taxation
