Removes the Mississippi Public Service Commission from the requirement that its expenses be funded by appropriations from the State General Fund, allowing it to be funded instead through special regulation funds collected from utilities.

Eliminates provisions requiring user fees and charges collected by the Public Service Commission to be deposited into the State General Fund, redirecting them to the Public Service Commission Regulation Fund.

Modifies Section 77-3-87 to require utility tax revenues collected for Public Utilities Staff and Public Service Commission expenses to be deposited proportionally to each fund's legislative appropriation rather than into the General Fund.

Removes language from multiple sections (77-1-6, 77-1-15, 77-1-29, 77-1-53, 77-3-8, 77-3-89, 77-3-503, 77-3-507, 77-3-509, 77-7-127, 77-7-333, 77-7-337, 77-7-339, 77-9-489, and 77-11-201) that prohibited inter-agency fees and required General Fund appropriations.

Changes Section 77-3-721 to direct telephone solicitation fees collected under the Telephone Solicitation Act into a special fund for administration rather than the State General Fund.
