Creates the Capital City Water/Sewer Projects Fund in the State Treasury, administered by the Department of Finance and Administration, to help the City of Jackson pay for construction, reconstruction, repairs, upgrades, and improvements to its water and sewer systems

City of Jackson must submit a project plan and application to receive assistance, including project descriptions, projected costs, start and completion dates, and information about other available funding sources

Department of Finance and Administration may use up to 1% of fund deposits to cover administrative costs of managing the program

City of Jackson must provide quarterly reports on fund expenditures, project status, and other required information if assistance is approved

Unexpended funds remaining on January 1, 2027, will lapse into the State General Fund, and the entire act repeals on that date
