Requires chancery clerks to maintain records of liens against real property for unpaid county garbage or rubbish collection fees in either hard copy book format or digital format, with this information designated as public record

Removes the previous provision allowing proof of garbage lien payment to be filed with the circuit clerk to discharge the lien

Maintains existing provisions that garbage fees create a lien on real property and that delinquent garbage fees can result in denial of motor vehicle license tag renewal

Preserves the late fee structure of up to $1.00 or 10% per month on delinquent garbage fee balances

Bill contains conflicting effective dates (takes effect July 1, 2022, but also states it shall be repealed June 30, 2022)
