Requires all bridges and culverts built or rebuilt on public roads to conform to design standards in effect at the time of design and extend across the full width of the roadway crown

Mandates bridges on roads with design widths greater than 16 feet must be at least 16 feet wide

Requires all new or rebuilt bridges to have railings or barriers and appropriate hazard marking signs on either side (replacing previous requirement for "banisters" and guide posts)

Exempts public highways within or adjacent to national forests or reforestation projects constructed by federal agencies, which may have bridges or culverts as narrow as 12 feet wide
