Mississippi Community College Board required to establish a 21st Century Employment grant program to create partnerships between community/junior colleges and workforce development organizations, manufacturers, healthcare providers, and technology businesses

Grant recipients must submit plans defining student graduation goals, professional skills curriculum (communication, teamwork, problem-solving, etc.), proposed enrollment numbers, and employment outcomes with at least six industry-recognized certificates offered

Private businesses must contribute up to 40% of total project costs through cash, equipment, or facility use as part of a public-private partnership requirement

Advisory board of 16+ members established including legislators, state agency heads, business representatives, union members, educators, and at-risk youth advocates to review grant recipient progress and recommend certificate programs

Advisory board responsible for tracking gainful employment rates, internship/apprenticeship completion, analyzing workforce education gaps, and suggesting certificates to attract future employers to Mississippi
