Prohibits physically incarcerated offenders from filing petitions to change their legal name or petitions for gender transition recognition in chancery court.

Prevents chancellors from granting name change or gender transition petitions filed by incarcerated offenders, and prevents chancery clerks from processing such petitions.

Allows name changes for offenders only if petitions are filed on their behalf by a district attorney, county sheriff, Mississippi Department of Corrections commissioner/designee, or Department of Corrections chaplain.

Defines key terms including "biological sex" (based on reproductive capacity indicators present at birth), "gender" (psychological and social aspects), and "offender" (any physically incarcerated person convicted of a crime).

Takes effect July 1, 2022.
