Authorizes the Secretary of State to promulgate rules regarding when notaries are permitted to charge fees for services, with a maximum fee of $5.00.

Eliminates the Mississippi residency requirement for notary public applicants, allowing non-residents to qualify if they are an employee in or have a practice in Mississippi for at least 30 days before application.

Requires notaries who are not Mississippi residents to deposit their journal records with the circuit clerk of their county of employment (in addition to county of residence) upon resignation, revocation, suspension, death, or incompetency.

Maintains existing requirements for notary applicants including being at least 18 years old, a U.S. citizen or permanent resident, able to read and write English, and obtaining a $5,000 surety bond.

Effective date: July 1, 2022.
