Restores voting rights to people convicted of disenfranchising crimes upon completion of their entire sentence, including incarceration, probation, and parole.

Amends Section 23-15-11 to allow voters convicted of crimes listed in Mississippi Constitution Section 241 to vote after sentence completion, removing the permanent disenfranchisement.

Requires the Secretary of State to provide public access via website and phone to an up-to-date list of which crimes are disenfranchising and the criteria for refranchisement.

Directs the Secretary of State to work with the Mississippi Department of Corrections to establish electronic means for registrars to verify sentence completion, with no documentary proof required from applicants.

Requires election commissioners and registrars to receive training on the refranchisement process and updated databases to prevent wrongful denial of registration or voting based on conviction status.
