Adds three Jackson state properties (350 High Street, 401 North Lamar Street, and 455 North Lamar Street) to the list of buildings under Department of Finance and Administration supervision and care.

Authorizes the Department of Finance and Administration to solicit and approve food and/or catering service agreements for space not exceeding 3,000 square feet in state buildings with private entities having separate entry access.

Requires the Department to use a competitive, publicly advertised selection process for food service vendors and obtain Public Procurement Review Board concurrence.

Mandates that any food service agreement must not result in net cost to the state and cannot impair or impede state agency operations at those locations.

Takes effect July 1, 2022.
