Allows local school boards to enter into supply agreements for up to 10 years for the sale of forest products including wood waste, wood fiber, pulpwood, or biomass from sixteenth section lands.

Permits supply agreements through public contract with notice or private contract after the Mississippi Forestry Commission provides a written appraisal and minimum sale value to the local school board.

Requires all supply agreements to be recommended by the Mississippi Forestry Commission and approved by both the commission and Secretary of State.

Clarifies that agricultural leases on sixteenth section lands must include provisions related to best farm management practices established by the Secretary of State in consultation with federal agricultural agencies and Mississippi State University Extension Service.

Extends the maximum lease term for agricultural land from five years to ten years, and allows existing lessees to re-lease for up to ten years instead of five years under certain conditions.
