Expands licensing requirements under the State Board of Contractors to include construction managers, residential solar contractors, and subcontractors performing electrical, plumbing, mechanical, or HVAC work on residential projects regardless of dollar amount

Defines new terms including "construction manager" (persons contracting with property owners for residential construction) and "residential solar contractor" (persons installing thermal and photovoltaic solar energy systems)

Limits unlicensed contractors from pursuing contract enforcement actions, restricting their recovery to only actual documented expenses for labor and materials proven by clear and convincing evidence

Reduces from two to one the number of permit applications or single-residence constructions allowed per year for owner-builders and family members before triggering a presumption of building for sale, and requires such construction not be for sale, rent, or public use to qualify for licensing exemptions
