HB 1181 Summary

• Replaces average daily attendance (ADA) with average daily membership (ADM) as the metric for calculating Mississippi Adequate Education Program (MAEP) funding beginning with the 2023-2024 school year.

• Requires the State Auditor to conduct actual student counts in months 2 and 3 of the school year; districts reporting ADM exceeding 103% of actual counts will be reduced to 103% for funding purposes if using ADA-based calculations.

• Reduces the minimum school term requirement from 63% to 60% of the normal school day for both teachers and pupils in regular attendance.

• Removes the provision requiring compulsory-school-age children absent more than 37% of the instructional day to be counted as absent for the entire day.

• Authorizes school districts to use ADM for MAEP funding unless average daily attendance falls below 90% of ADM, in which case funding reverts to ADA-based calculations.
