Authorizes county boards of supervisors to contract with the Mississippi Transportation Commission to perform maintenance on state highways, Interstate highways, and their rights-of-way within their counties

Authorizes the Mississippi Department of Transportation to sell approximately 3 acres of state-owned property in Winston County to the Winston County Board of Supervisors through negotiated sale without appraisal requirements, with the state retaining mineral rights

Sale proceeds from the Winston County property must be deposited into a special fund for the Mississippi Department of Transportation that does not lapse at fiscal year end

Grants the Southern Rail Commission authority to execute contracts for construction of infrastructure and operations of intercity passenger rail service, subject to approval by affected railroads and other interested parties

Takes effect immediately upon passage during the 2022 Regular Session
