MS HB1190

Replaces the term "attorney" with "legal services" in state procurement law and defines legal services contracts as any contract where services are provided directly by an attorney or an attorney's employee

Exempts legal services contracts from Public Procurement Review Board oversight, removing them from the competitive bidding and approval requirements that apply to other professional services contracts

Requires that any outside counsel contract containing additional non-legal services be denied if those additional services fall under Public Procurement Review Board jurisdiction

Maintains existing exemptions for various other contract types including IT services, higher education contracts, Mississippi Department of Transportation contracts, and entertainers at the State Fairgrounds

Effective date of July 1, 2022
