• Revises the "Uniform Athlete Agents Act" to expand the definition of "athlete agent" to include individuals who provide advisory services on finances, business, or career management for compensation, or manage business affairs for student-athletes in anticipation of representation.

• Requires athlete agents to provide additional registration information including date and place of birth, contact details, social media accounts, professional history, civil proceedings within 15 years, bankruptcy history within 10 years, and status of applications in other states.

• Eliminates the Secretary of State's authority to charge additional fees for criminal background checks, keeping the registration fee at $200.00 for all application types.

• Clarifies agency contract requirements including mandatory notice to athletic directors within 72 hours of contract execution, parent or guardian signature for minor student-athletes, and prohibition on signing contracts before registration unless initiated by the student-athlete with application submitted within 7 days.

• Increases maximum civil penalty for violations from $25,000 to $50,000 and expands grounds for denial or suspension of registration based on conduct adversely reflecting on fitness to serve as an agent.

• Creates new Section 73-42-41 recognizing educational institutions' authority to establish their own policies governing athlete agent interactions with student-athletes.
