Amends legislative findings to declare carbon dioxide geologic sequestration as a public interest and policy, including promotion of secure geologic storage projects and coordination of surface and subsurface property interests.

Expands definition of "reservoir" to include any geologic formation suitable for carbon dioxide injection and storage, not limited to oil and gas reservoirs.

Allows the State Oil and Gas Board to issue a preliminary technical order approving carbon dioxide sequestration facilities without majority consent if the storage operator demonstrates good-faith effort to obtain consent and offers equitable compensation to nonconsenting owners.

Extends the time period for majority interest approval of unit operation agreements from 12 months to 24 months before an order is automatically revoked.

Clarifies that "interested persons" eligible to appeal board orders include mineral and royalty owners, mineral lessees, and surface owners where injection wells and sequestration equipment are located.
