Creates a 31-member Task Force to Study and Report on the Funding and Implementation of Universal Pre-Kindergarten Programs in Mississippi, with membership including legislative committee chairs, state education/human services officials, university representatives, and representatives from HeadStart, private providers, and education advocacy organizations.

Charges the task force with commissioning the Social Science Research Center to conduct a comprehensive study including analysis of pre-kindergarten programs in other states, funding mechanisms, provider collaboration possibilities, economic impacts, and effective curricula and services.

Requires the task force to tour at least one nationally recognized successful pre-kindergarten program in another state and submit written findings and recommendations to the Governor and Legislature by January 2, 2023 for consideration during the 2023 Regular Session.

Authorizes reimbursement of travel expenses for non-legislative members and compensation for legislative members according to existing law, with funds provided by the Legislature or other public/private sources.

Dissolves the task force upon presentation of its legislative recommendations.
