Authorizes the State Bond Commission to issue up to $3,000,000 in general obligation bonds to assist the City of Jackson with acquiring land, buildings, and structures in the Farish Street Historic District, removing and demolishing buildings, and constructing a park and related facilities.

Creates a special fund titled "2022 City of Jackson - Farish Street Historic District Park Fund" within the State Treasury to receive bond proceeds and disburse funds for the designated project purposes.

Prohibits Jackson from using funds to acquire land within 400 feet of a premises licensed under the Local Option Alcoholic Beverage Control Law prior to acquisition.

Establishes that bonds mature within 25 years from issuance, cannot be issued after July 1, 2026, and are backed by the full faith and credit of the State of Mississippi.

Provides that any remaining funds after project completion or abandonment shall be applied to pay debt service on the bonds, and exempts the bonds and their income from state taxation.
