Creates the "Land Bank Act" authorizing counties and municipalities to establish land bank authorities to acquire, manage, and dispose of vacant, abandoned, or tax-struck property to promote economic development.

Grants land bank authorities broad powers to acquire property (without eminent domain), hold clear or clouded title, manage and maintain properties, and convey property to public or private entities without local government approval.

Establishes expedited quiet title procedures allowing authorities to record notice, conduct title searches, provide notice to interested parties, and obtain court judgments vesting absolute fee simple title within 90 days.

Authorizes authorities to borrow money and issue bonds and notes with maturities up to 30 years, secured by authority revenues, with optional limited or unlimited tax pledges from creating municipalities or counties.

Exempts authorities' property, income, and operations from state and local taxation; prohibits authorities from levying taxes, using eminent domain, or funding casino development.
