Establishes the voluntary Equity in Distance Learning Grant Program administered by the Mississippi Department of Education to assist schools with purchasing technology devices, hardware, connectivity equipment, and professional development for distance learning and safe classroom instruction.

Requires participating schools to provide matching funds calculated as a pro rata share based on total equipment purchase costs for all participating school districts, with funds sourced from available and unobligated ESSER, ESSER II, or ESSER III federal funds.

Mandates the Department conduct a statewide technology needs-assessment survey and annually revise the Express Product List (EPL) of approved vendors and products to provide schools with device selection options.

Authorizes the Legislature to make an initial appropriation of $10,000,000 to the Equity in Distance Learning Fund from the State General Fund, Budget Contingency Fund, or a combination of both.

Requires the Department to submit an annual comprehensive report to the Governor, Lieutenant Governor, and legislative leaders by December 31 detailing fund use and effectiveness of distance learning plans adopted by schools.
