Creates the "State Representative Bill Kinkade FAITH Scholarship Program" to provide postsecondary education funding for youth who were in foster care or residential child care agencies at any time on or after age 13, including those adopted from such placements

Eligible students must be under age 25 and can receive scholarships covering up to the full cost of attendance at Mississippi public colleges, community colleges, or nonprofit private institutions (capped at average public institution costs for private schools)

Scholarships cover up to 5 years of study, with limits of 72 credit hours for community college or 144 credit hours for four-year institutions, and include room and board during institutional holidays

Recipients must maintain a 2.0 cumulative GPA, make satisfactory academic progress, complete FAFSA annually, and apply for all federal student financial assistance including Educational and Training Vouchers

Authorizes persons 18 and older who were in foster care or residential child care after age 13 to enter legally binding contracts for residential leases and utility services, even before reaching the full age of majority
