Authorizes issuance of state general obligation bonds not to exceed $2,500,000 to assist the City of Jackson with demolition of Fire Station 5, construction of a new fire station, and acquisition of a large ladder truck.

Limits bond issuance to no more than $850,000 per fiscal year, with all bonds to be issued by July 1, 2026.

Creates the "2022 City of Jackson - Fire Station 5 Improvements Fund" within the State Treasury to receive bond proceeds and disburse funds for project costs under direction of the Department of Finance and Administration.

Authorizes the State Bond Commission to issue bonds with maturities up to 25 years, set interest rates, and determine sale methods; pledges full faith and credit of the State of Mississippi to repay bonds.

Provides that bonds and income are exempt from Mississippi state taxation and may be validated through Chancery Court of the First Judicial District of Hinds County.
