• Creates the Remote Online Notarization Act allowing notaries to perform notarial acts for remotely located individuals using communication technology that enables simultaneous sight and sound communication.

• Requires notaries to verify identity through personal knowledge, credible witness testimony with two types of identity proofing, or at least two different types of identity proofing before performing remote notarization.

• Mandates notaries create and retain audio-visual recordings of remote notarial acts for at least 10 years and notify the Secretary of State before performing initial remote notarizations.

• Increases notary fees from $5.00 to $25.00 for remote notarization services using communication technology.

• Modifies journal requirements to allow notaries to maintain multiple electronic journals in addition to one physical journal and allows tangible copies of electronic records with notarial certificates to be accepted for recording.
