Creates the Mississippi USA Semiquincentennial Commission to plan and coordinate celebrations for the 250th anniversary of the United States, with events culminating on July 4, 2026

Commission membership includes the Governor's First Lady (serving as chairwoman), Lieutenant Governor, Speaker of the House, and appointees from the Governor (3), Lieutenant Governor (2), and Speaker (1), plus representatives from tourism, archives, and arts agencies

Authorizes the commission to cooperate with the federal United States Semiquincentennial Commission and America250 Foundation, accept grants and private donations, and create a supporting nonprofit organization

Establishes the Mississippi Semiquincentennial Celebration Fund in the State Treasury to receive and hold appropriations and donations, with unexpended funds carrying over between fiscal years

Requires annual reports to the Governor and Legislature beginning in 2023 through the final report in 2027, with the commission repealing on June 30, 2027
