Authorizes the Board of Trustees of State Institutions of Higher Learning, working with the Mississippi Department of Information Technology Services, to establish a program providing laptops, tablets, internet connectivity, and other technology to students who lack access when universities transition to remote learning during public health emergencies or declared disasters.

Students must demonstrate to their enrolled institution that they do not possess the necessary technology and cannot continue coursework without assistance.

Eligible expenses include laptop computers, tablets, assisted learning devices, hardware for internet connectivity including personal or centrally located hotspots, and technical assistance costs.

Purchases made by state institutions of higher learning under this program to fulfill technology needs during COVID-19 or similar emergencies are classified as emergency purchases, exempting them from standard competitive bidding requirements.

Takes effect July 1, 2022.
